14. Concluding the booklet Founding a State (Kŏn’guk non), the Master said, “The central theme in all the above-mentioned articles is to protect everyone equally regardless of class, so that we may attain individual freedom and financial stability; to carry out a revolution in the mind first before undertaking a revolution in the world; to ensure that, through the voluntary generosity of the rich, the number of public-interest institutions may gradually increase and people’s living standards will naturally come more into balance; to cooperate in this single task of nation-building without discriminating between government and private enterprises; and, by offering some preferential rewards to persons of meritorious service even at the price of some limiting effects on one’s options in life, to attain to the path of progress in both public and private life.”
